Thanks HTMLtag, i will try that guide. I am just playing with it now, Will be installing ProxMox once i am done with it.

EDIT: on searching (windows 2012 r2 hyper-v server core install gui) , i found we can install GUI (basic Hyper-V management tools) with some commands, there are many YouTube videos showing that, but i can't get it working. Look like i need Install CD, i downloaded ISO, need to mount it and try. Anyone tried this ?

Hyper-V is a pain in the ass if you don't have the right tools.
You can do what you want with power-shell commands though.

This article should help get you started:

I recommend looking into Proxmox unless you have an absolute need for HyperV.

I installed HyperV on my server. When logged in i get a command prompt and a windows powershell like window with some options.

How i create a VM with it ? I did some googling, most of the instruction shows GUI tool, can i run it with some commands or i need it installed on my desktop (i am on Ubuntu, if needed, i have to install Win inside a VM on my PC).
